ABOUT LORRAINE
Lorraine Cochran-Johnson is originally from Greenville, Alabama and a twenty-four-year DeKalb County, Georgia resident. Lorraine attended Troy University where she received a B.S. degree in Political Science and Criminal Justice; a M.S. in The Administration of Criminal Justice and received an M.P.A. in Public Administration with a concentration in Economic Development and Grant Writing from Auburn University before attending John Marshall Law School. Lorraine holds a business certificate from Harvard University in Delivering Public Services: Efficiency, Equity and Quality.
As a Commissioner, Lorraine has worked hard for the people since taking office in 2019. She has allocated over $6 Million in discretionary funding to non-profit and community-based organizations to meet the needs of DeKalb residents. And as the Chair of Public Works and Infrastructure, Lorraine has saved DeKalb residents over $92 million through mandatory audit and contract review and successfully oversaw the distribution more than $1.4 billion in funds associated with water, roads, and infrastructure, making her distribution as PWI the largest committee distribution by a commissioner as committee chair in the history of DeKalb County. Prior to joining the BOC in 2018, Lorraine oversaw as an independent contractor for the Kendeda Fund, the allocation of $20 million in housing funds to the Atlanta Neighborhood Development Project (ANDP) to be used in DeKalb County for renovations and housing, community and neighborhood sustainability.
Lorraine has been featured on CBS Sunday Morning, National Public Radio and in the New York Times. She is the author of the DeKalb County Boxed Store Ordinance requiring mandatory distance requirements between dollar stores to stop negative effects and caused by proliferation. She authored the DeKalb Video Surveillance System Ordinance requiring mandatory video surveillance at gas and service stations to ensure public safety. Both ordinances have been used as model legislation in several states.
Lorraine is the 2023 Elected Official of the Year by the American Public Works Association and the 2023 Champion of Housing by Georgia ACT and received The Lifetime Achievement Award by President Joe Biden in 2023 and 2024. She is married to USAF Retired Lt. Colonel William H. Johnson, III. She is the daughter of Agnes Scott graduate Zion Cochran and the niece of Annie Page. She is the proud parent of two fur babies – Chico her bellowed Chihuahua and grandmother to Jasper a Piebald cat and two Alabama snapping turtles, Minnie and Ernest.
